IT SYSTEMS DATABASE SPECIALIST

POSITION SUMMARY:       

This is broad-based, information systems related position to support of all Authority Departments and functions requiring information and technical services.  The position’s principal focus will be to support the Authority’s financial information system (Microsoft Dynamics GP2016) and customer information system (Cogsdale CSM).

Other IT system support functions include maintenance of existing systems, coordination with outside IT vendors, system training of personnel, and preparation of system-related planning for the IT Manager’s review. 

ESSENTIAL FUNCTIONS:

  • Maintains, modifies, and supports current applications in place relating to the Authority’s customer billing and accounting systems. 
  • Create and perform a database and software maintenance plan to ensure high availability and performance in relation to designated systems.
  • Maintain and modification of current system integrations and external payment streams within the CIS and related service agreements.  
  • Creation, modification, and maintenance of system reports and functions in relation to the Authority’s CIS and FIS.
  • Management and collaboration with system vendors in the process of troubleshooting escalated incidents, patching, and upgrade of required systems.
  • Updating and creation of best practices and standard operating procedures for Authority application environments.  To create a streamlined and proactive environment.
  • Identifies and understands day-to-day functions and operations of Authority information systems including, available data, required data, workflows, and resource availability in addition to other pertinent data. 
  • Investigate, troubleshoot, and correct information systems’ malfunctions and initiates necessary remediation.
  • Installs or assists in installation of purchased hardware and software.
  • Makes recommendations for the purchase of hardware and software expansion needs and replacements as needed.
  • Assists in or trains designated employees in the use of Authority software, network applications and hardware to ensure employee acceptance and usability.
  • Coordinates and manages the use of outside resources in providing system and hardware services for the Authority.
  • Provides input and recommendations in overall IT department operations with IT manager.
  • Maintains awareness of changing market technologies in relationship to existing and future Authority information system needs.    
  • Participates in internal and vendor meetings in relation to information systems.  Provides input with their expert analysis and experience to have create a best in class information system solution.
  • Work with department leaders implementing new software and hardware technologies as needed.
  • Ensure all Authority systems are properly patched, and are maintained with the most recent stable releases.
  • A desire to grow knowledge of overall system functions to understand additional system functionality.  Including knowledge of meter reading system, such as AMI.  To expand position and career trajectory.

QUALIFICATIONS:

  • Possession of related certifications from an accredited organization and/or equivalent relevant experience, bachelor’s degree preferred.
  • Considerable knowledge of computer equipment, computer languages and operation of computer systems in use at the Authority. (SQL / database knowledge / finance application knowledge)
  • Ability to investigate and recommend systems and solutions that would provide the best functionality and experience for the Authority. 
  • Ability to work with resources both internal and external to implement solutions.
  • Ability to understand the budgeting process and provide recommendations for systems and solutions within defined budget.
  • Ability to establish and maintain effective working relations with others.
  • Ability to express oneself, clearly and concisely, both orally and in writing.
  • Ability to train other designated employees necessary computer skills to ensure usefulness of Authority computer systems.
  • Ability to use all computer equipment in order to complete all job functions.

 SUCCESSFUL CANDIDATE WILL HAVE THE FOLLOWING:

  • Minimum of 3 years of working in IT systems, including training, implementation, and maintenance for information systems.
  • Knowledge of Financial Information and Customer Information Systems.   (Microsoft Dynamics GP2016 and Cogsdale CSM a plus).
  • Ability to maintain existing systems in conjunction with outside IT vendors as required.
  • Thorough knowledge of information system, techniques and procedures.
  • Willingness to go to training and school to advance knowledge for the department and personal development both within and outside of normal business hours.
  • Ability to exercise ingenuity and inventiveness in problem solving; skill in applying procedures to improve organizational productivity and efficiency.
  • Ability to translate technical terminology into terms understandable to others.
  • Ability to establish and maintain effective working relationships with employees.


Customer Service Supervisor

North Penn Water Authority is seeking a Customer Service Supervisor that is responsible for supervising and developing a great customer service team.  As a Supervisor you will be responsible for training, coaching, and directing the team while ensuring they have all the tools needed to excel in their positions.  You will also be a team player with a positive and professional attitude with excellent communication skills and great attention to detail. 

Responsibilities and Duties

  • As a role model and coach for the Customer Service Department, you will oversee and plan for daily operation.  This includes monitoring calls, training on department and customer service based topics, and workforce planning.
  • Help customer service employees develop professional development plans and align them to department and company goals. 
  • Develop a training plan for the department that ensures documentation of all current procedures and cross training on those procedures.  Evaluate even distribution of workload and tasks, adjusting when necessary. 
  • Work on an ongoing cross-functional project team with a group of managers, supervisors and front line employees to implement strategic change within the department and company.
  • You will lead, or delegate and oversee, projects within the department that will improve the customer experience, this may include developing and maintaining customer forms and correspondence procedures. 
  • You will act as the point person in investigating and resolving all complex or escalated internal and external customer inquiries regarding billing, meter reading questions, and general inquiries. 
  • As Customer Service Supervisor you will also be responsible for overseeing, or administering the billing process for quarterly and monthly customer accounts.  This includes collections of al delinquent bills for North Penn Water Authority as well as for some local sewer authorities. You will need to take corrective measures to adjust customer billing and meter readings when warranted.
  • You will be accountable for other tasks and planning such as verifying cash daily and maintaining the postage records for the postage machine. 

Experience

  • The ideal applicant must also possess excellent phone and office skills, the ability to work with customers as well as planning, assigning, and directing work.
  • 5 years of customer service experience with a minimum of 1 year of supervisory experience.
  • Efficient working knowledge of Microsoft Office, required, advanced knowledge of Microsoft Excel preferred.
  • Experience in working in multiple different billing, and accounting systems required, working knowledge of Cogsdale and Cityworks preferred.
