Right to Know Requests

Public Records Access
Access to Public Records of the Authority is governed by The Pennsylvania Right to Know Act, http://openrecords.state.pa.us, which requires municipal authorities to provide copies of public records to Pennsylvania residents. The Right to Know Act defines certain types of documents as public records. For further information, please click here to view the Authority’s Policy for Right-to-Know Requests.
- The Authority requires that any requests for information be put in writing. Requesters may submit requests under the Act on either the uniform form adopted by the Pennsylvania Office of Open Records, or on the Authority’s Form (click here). All requests must meet the following procedural requirements:
1. Identify the requester by name.
2. Provide a return mailing address as well as a daytime telephone number.
3. Specifically identify the record or records requested.
4. State whether the requester is a legal resident of the United States or a Commonwealth, local, judicial or legislative agency.
- Right-to-Know requests must be sent or delivered to the Authority, Attention: Open Records Officer, by one of the following approved methods of transmission:
(1) United States mail, (2) courier, (3) express delivery, (4) overnight delivery, or (5) hand-delivery to:

(6) Facsimile to 215-855-2756, Attn: Open-Records Officer; or
(7) E-mail to openrecordsofficer@npwa.org
No other form of transmission is permitted.
- Right-to-Know requests received by the Authority after the close of regular business hours shall be deemed to have been received by the Authority on the following regular business day. This shall include any facsimile or e-mail transmission received after regular business hours. The regular business hours of the Authority are 8:30 a.m. to 4:30 p.m.

Filing an Appeal
If a Right-to-Know request is denied by the Authority, in whole or in part, requester has a right to file an appeal with the Office of Open Records. Please review the Authority’s Policy for records which are exempt from access by a requester under the Right to Know Act. An appeal must be submitted to the Office of Open Records within 15 business days of the denial date for an appeals officer to determine if the record is subject to public access.
