New North Penn Water Authority CFO Appointed; Current CFO to Retire After 46 Years

Lansdale, PA – September 19, 2019 – North Penn Water Authority (NPWA) is pleased to announce the hiring of a new Chief Financial Officer, Ami Tarburton. As CFO, Ami is responsible for overseeing NPWA’s Finance Department, its staff and day-to-day operations, among other duties. Ami comes to NPWA from Montgomery Township where she served as the Finance Director.

Ami is working alongside Dale B. Reichenbach, outgoing CFO, until his retirement at the beginning of 2020. CFO duties include developing the Authority’s annual expense budget, assuring compliance with all applicable provisions of the Authority’s Trust Indenture, overseeing the filing of various federal and state financial reports, filing required annual reports with governmental and regulatory agencies, preparing and presenting monthly, quarterly and annual financial reports to the Board of Directors, among other duties.

In the role of Montgomery Township’s Finance Director, Ami managed the Township’s Finance Department, prepared annual financial reports, and developed and managed the annual budget, among several other responsibilities, including tax administration, pension plan processing, and leading the Township’s Finance Committee. Prior to that position, she worked for Franconia Township in several capacities including Finance Director, Assistant Township Manager, and Finance Officer.

Ami’s employment experience combined with her professional accolades made her the prime candidate for the position. She is currently a Board Member on the Pennsylvania branch of the GFOA (Government Finance Officers Association), the premier organization for individuals working in financial positions at all levels of government, dedicated to continuing education and promoting excellence in all aspects of public finance and accounting practices.

“Ami’s demonstrated strong work ethic and record of accomplishments proves she is well-prepared to take on this new position,” said Anthony J. Bellitto Jr., executive director of NPWA. “We believe Ami is an excellent fit for the role of CFO, and we are excited to have her join us in this next chapter of our Authority’s history.”

The five-month search for the ideal candidate began after current CFO, Dale B. Reichenbach, announced his plans to retire after 46 years of dedicated service. Dale started working at NPWA out of high school at age 18. He came up through the ranks, going to school at night to earn his college degree, and then his MBA, taking on new positions at the Authority with increasing levels of responsibility until his promotion to CFO and Director of Finance in 1997. Dale also held the position of adjunct instructor of Accounting for several years at Gwynedd Mercy College. On September 9, 2019, Dale received the Distinguished Service Award for extraordinary and significant service, presented by the Pennsylvania Municipal Authorities Association at their annual conference, for his dedicated service to NPWA.

“We want to thank Dale Reichenbach for his 46 years of professionalism and dedicated service to NPWA,” said Bellitto. “We are grateful for his long-term commitment to our organization – for his hard work, dependability, and loyalty that is all too uncommon in today’s business world. Dale has always been a pleasure to work with, and we will surely miss him. We wish him all the best for a relaxing retirement that is so well deserved, and for good health and happiness in all his future endeavors.”

In conjunction with the appointment of the new CFO, NPWA is also pleased to announce two other promotions within the organization: Maryann M. Regan to Chief Administrative Officer, and Daniel P. Pearce to Chief Information Officer, who have been with the Authority for 24 and 28 years, respectively.

Maryann M. Regan has been with NPWA since 1995, working as the Manager of Administration and Public Relations for over two decades until being promoted into her new role as Chief Administrative Officer. Maryann is responsible for overseeing the Administration, Human Resources, Public Relations, Customer Service, and Meter Departments to ensure the effective and efficient operation of these departments.  Maryann also oversees the Authority’s distribution of public information.

Daniel P. Pearce joined NPWA in 1991, within their Engineering Department before transferring into the Information Technology Department in the mid-90s.  He served as Information Technology Manager until being promoted into his new role as Chief Information Officer.  Dan is responsible for leading, planning and organizing all activities of the Information Technology Department as well as providing oversight and approval on all technology implemented within the Authority.

“As an organization, we are fortunate to have so many employees who have been with NPWA for so many years and are experts in their respective fields. Each has contributed to our growth and ability to remain steadfast moving into the future, with the end goal of always providing a safe, reliable and economical water supply to our customers. These promotions solidify the commitment our staff make to the progress of our organization, and to see them rewarded for their contributions is truly fulfilling,” said Bellitto.
